Default border will be visible on some browsers, invisible on others (e.g. safari).

Highlighting-- border turns blue when mouse is over.
No border until you mouse over.

PPS: we could make the borders sit right up against the images, without the white buffer, if we wanted to add one more css style command, but this page might be just tricky enough already.
PPPS: technically, we should also declare what color to use for “previously visited links.”
